He received his MD from the University of Michigan Medical School. He completed his Family Medicine residency at the University of Virginia Medical Center and his Faculty Development Fellowship at UPMC St. Margaret Hospital. Dr. Robbins also holds an MPH from the University of Pittsburgh Graduate School of Public Health. Since 1998, he has practiced ambulatory primary care with the Colorado Permanente Medical Group. Dr. Robbins currently serves as Medical Director, Center for Clinical Information Services & Education, at The Permanente Federation and Kaiser Permanente (KP) Care Management Institute. In this role, he oversees the KP National Guidelines Program which aims to provide the organization with the best available, systematically derived, clinical guidance to improve care delivery and optimize health. In addition, he serves as an Associate Professor in the Department of Health Systems Science at the Kaiser Permanente Bernard J. Tyson School of Medicine (KPSOM).
