- Norman A. Cohen, MD was an adult clinical anesthesiologist, practicing primarily in the ambulatory setting. He retired in 2019. After earning both his Bachelor of Arts and Doctor of Medicine degrees from The Johns Hopkins University, Dr. Cohen completed his anesthesiology training at Duke University, where he served as Chief Resident in 1988-1989 and on Duke's faculty from 1989 to 1990. Dr. Cohen spent over 15 years in private practice before re-entering academics in 2007. Dr. Cohen was a Professor at Oregon Health & Science University, where he served as Medical Director for Professional Revenue Performance for his department, former President of the institution's Faculty Senate and as Chair of the OHSU Managed Care Strategies Committee.
He was the first Medical Director for Coding Integrity and Documentation Improvement at OHSU Healthcare, where he helped the institution dramatically improve its case mix index, a measure of complexity of patient care, and its risk adjusted quality metrics through resident and faculty education as well as major systems improvements, moving OHSU into the top tier of academic centers.
He was the Vice President for Professional Affairs for the American Society of Anesthesiologists' (ASA) from 2011-2013. He is a past chair of the ASA Committee on Economics and Section on Professional Practice and represented ASA at the AMA Relative Value Update Committee from 2000-2008. As Vice President for Professional Affairs, Dr. Cohen's responsibilities included oversight of fourteen active ASA committees, the Legislative Conference, the Conference on Practice Management, division publications including the Relative Value Guide and CROSSWALK, and various webinars and other educational activities and publications. He also has had primary responsibility in developing ASA's Accountable Care Organization activities and responses to new payment methodologies. Dr. Cohen received the 2016 ASA Distinguished Service Award, ASA's highest honor.
